“U Ye Min Oo, the former Yangon Region finance minister removed following 2021 coup, was sentenced to 15 years in prison in 2022 after being convicted on five corruption charges by a junta court at Naypyitaw Prison. The Military accused him of issuing corrupt loans to businesses while serving as chairman of the Naypyitaw Development Bank.
Ye Min Oo, former Deputy Mayor of Nay Pyi Taw under Myanmar’s National League for Democracy (NLD) government from 2015 to 2020, was detained in connection with an alleged corruption case involving approximately 5 billion kyats — roughly US$400,000 at the time of the transaction — reportedly issued to Pencilo, also known as Eaint Poe Ou, during his tenure as Chairman of Nay Pyi Taw Sibin Bank, Development bank.
The Alleged Loan
According to individuals familiar with the investigation, the funds were issued as a government loan to Pencilo, also known as Eaint Poe Ou, a social media personality who publicly supported NLD leadership during the party’s time in office.
Investigators allege the funds were used to purchase residential property in Yangon, Myanmar.
Sources involved in reviewing the case state that the property was later sold before the military seized power in February 2021 and prior to Eaint Poe Ou’s departure from the country. Property transfer documentation cited by those sources indicates ownership had changed hands before the military takeover.
Conflicting Claims Over Property Seizure
Following Myanmar’s 2021 military coup, Eaint Poe Ou publicly stated that her home had been confiscated by military authorities, statements that drew public sympathy at the time.

Public property records in the United States indicate that within approximately two years of arriving in the country, Eaint Poe Ou acquired:

In December 2020, before the 2021 military coup, the NLD stated that Ye Min Oo could be subject to an official investigation if he was unable to satisfactorily address allegations of conflicts of interest.
